Observed tornadoes were reported is Sandtown, Kent County; Smyrna, Delaware; and another confirmed tornado was reported in neighboring Maryland Tuesday morning, the National Weather Service said. Places like Reading, Pennsylvania, were already hit with inches of rain over the weekend.
